what did the government do to make CFL's more affordable?

The government has subsidized the industry, paying for some of the production cost before the actual price on the bulbs is given--this will bring down the price for consumers. Also, the Energy Independence and Security Act of 2007 helped to subsidize this cost. Government-sponsored programs like EnergyStar have also helped encourage popularity of CFLs.
