There are! Many older road bicycles (70s and 80s) with sturdy steel frames can be found for under $200 and make awesome utility bicycles. Craigslist is a great source.
Sheldon Brown has lots of fantastic articles about anything bicycle-related, I'm sure you could get some more information there.
