Who is in charge of oil rig safety?
Partly the federal government, which imposes certain safety regulations and outlaws unsafe practices, and partly the company using the oil rig, who has an obligation to protect its workers and prevent spills as much as possible. As of 2010, the federal group responsible for oil rig safety regulation was the US Minerals and Management Service. If the oil rig is on state property, the state government may have a say in safety regulations, as well.

The Minerals Management Service, now called the Bureau of Ocean Energy Management (http://www.boemre.gov/) is only responsible for offshore Federal waters. The primary Federal industrial safety regulatory agency is OSHA - http://www.osha.gov/
