I'm not necessarily sure cleaning up dog poop has ever been an issue of "political correctness".  It's more an issue of cleanliness, sanitation, and being considerate of others.  Issues of political correctness more deal with socially offensive issues in the context of occupation, gender, race, religion, sex, disability, and age-related issues.  For the record, ever since pets have been living in industrialized urban environments, in and around the late 19th century, it has been polite and socially responsible to clean up your dog's poop.
