I know this is probably a rhetorical question, but I agree that he comes across as a paranoid demagogue. I tend to believe that he probably doesn't even know what he is talking about with respect to the B-Cycle program, but instead is willing to say anything to rile up his base of Tea Party supporters. There's nothing like a good old international conspiracy to get people fired up!

This is also a very good way for him to get attention, something he probably does not get a lot and definitely does not deserve. He is trying to oust the current mayor, so he will do anything to get noticed.
