When did we start regulating who could own a recycling center?

On October 21, 1976 Congress passed the Resource Conservation and Recovery Act (RCRA) which initiated a solid waste program, a hazardous waste program and began regulating underground storage tanks. The RCRA also banned all open dumping, which is probably what trickled into regulating who can own a recycling center.
