Why do fog lights work so good?

If you mean on cars, fog lights work so well because of their position. They are mounted quite low, so that the beam of light they project is nearly parallel to the road. Because of this positioning, the beam of light does not scatter when it hits the road, and illuminates the road much better. Keep in mind, though, this different positioning distorts a driver's perception of speed, because you are not seeing the road as you do with normal headlights.
