How is Mexico trying to get cleaner water to their residents?

The Mexican president, Felipe Calderon is seeking to invest $21 billion in the water supply network to get clean water to Mexican residents. His target is to give access to 95% of the population by 2012. Mexican residents not only deal with water pollution but water shortages.
